The risk vs. reward equation in low/null sec has PVE (formulas) as rewards, and completely random and uncontrollable PVP as the risk. If 10 players decide to camp a gate / system and keep you out, how can they possibly increase the PVE reward formula to take into account the extreme risk in that system?
You want to play more PVP, a lot of people want to play more PVE, and hopefully with the changes they'll make with factional warfare, if they expand the universe and/or restructure empire areas so that the PVE and missions are more spread out across an empire (and not concentrated in an agent hub), and if the agents send the PVE'er into or across low/nullsec, you'll see more PVP.
But I doubt more PVP will happen unless they increase the PVE more. If 80% stay in empire and 20% are in low/nullsec, then when they increase the PVE 8x then PVP will also increase 2x by virtue of more targets being available.
Or, of course, they can simply drop the death penalty some, and then a lot more carebears will be interested in PVP, sure.
